Every person who contravenes or fails to comply with any provision of this Act or of the regulations shall be guilty of an offence against this Act.

A person who is guilty of an offence against this Act for which no penalty is expressly provided is liable to a penalty of not more than 25 penalty units.
Where two or more persons commit or knowingly authorize or permit the commission of any offence against this Act each person shall be liable for the offence and the liability of each person shall be independent of the liability of the other or others.
