Duty does not give rise to legal rights etc.

In force

The Parliament does not intend by this Part—

(a)

to create in any person any legal right or give rise to any civil cause of action; or

(b)

to affect in any way the interpretation of any law in force in Victoria; or

(c)

to affect the validity, or provide grounds for review, of any judicial or administrative act or omission.
