17 Road authority
(1)
The Head, Transport for Victoria is declared to be the road authority for this jurisdiction for the purposes of the Heavy Vehicle National Law (Victoria) other than section 712(a), (b) and (c).

(2)
In addition, the Secretary is declared to be a road authority for this jurisdiction for the purposes of section 712 of the Heavy Vehicle National Law (Victoria).
