Local Government (Electoral) Regulations 2020

Before election day an election official may—

remove a declaration envelope from the outer envelope if applicable; and

separate signed declaration envelopes from unsigned declaration envelopes; and

put aside declaration envelopes returned without declaration flaps; and

if the municipal district for the election is divided into wards, arrange all the declaration envelopes according to the appropriate ward.

The election manager must ensure that until after 6 p.m. on the day before election day—

all declaration envelopes received are placed in a properly secured postal ballot receptacle; and

no declaration flaps are removed from declaration envelopes; and

all declaration envelopes remain unopened.

The election manager must keep a record of the number of declaration envelopes returned and the persons who have returned declaration envelopes.
