85 Preparation of the list of non-voters
(1)
As soon as is practicable after an election, the VEC must undertake a scrutiny of the voters' roll used at the election and prepare a list of the names of the persons who were required to vote at the election and did not vote.
(2)
For the purposes of preparing the list referred to in subregulation (1), the VEC may open any sealed packets containing a record kept of persons who have returned a declaration envelope.
(3)
After examining any record referred to in subregulation (2), the VEC must return the record to the parcel from which it was taken and secure and deal with that parcel in accordance regulation 79.
