The Minister may grant an authority to a person to install, operate or manage works for the purposes of conveying water over any part of the land described in Part 9, 38, 40, 41, 46, 47, 48, 49 or 51 of Schedule Two, Part 37 of Schedule Two B, Part 1AB, 11, 16, 17 or 18 of Schedule Three, Part 8 of Schedule Four or Part 1 of Schedule Nine.
An authority under subsection (1) may be granted for the term determined by the Minister.
An authority under subsection (1) is subject to—
any conditions the Minister thinks fit to impose; and
the payment of any fee or charge determined by the Minister.
An authority under subsection (1) may be cancelled by the Minister if the holder does not comply with a condition of the authority.
The holder of an authority under subsection (1) must not transfer the authority unless the holder has first obtained the consent of the Minister.
