68 Application to alter authorised route—significant alterations
A licensee may apply to the Minister to alter the route of a pipeline authorised under the licence.
The application must—
be in writing; and
be accompanied by a plan showing the proposed alteration to the route of the pipeline.

Before making the application, the licensee must—
if required to do so by the Minister, prepare a consultation plan for the proposed alteration and obtain the Minister's approval of the plan under section 68B; and
give notice of the proposed alteration to each owner and each occupier of land affected by the proposed alteration; and
consult with each owner and each occupier of land, and each responsible authority for an area, affected by the proposed alteration; and
take all reasonable steps to reach agreement with those persons on the proposed alteration.

A notice under subsection (3)(b) must—
be in the prescribed form; and
set out the proposed alteration; and
be accompanied by the approved consultation information for the proposed alteration (if any).

A notice under subsection (3)(b) lapses after 12 months, unless the Minister, in writing, extends that period.

The licensee must cause notice of the application to be published in a newspaper circulating generally in Victoria.
