149B General application for declaration
(1)
A person may apply to the Tribunal for a declaration concerning—
(a)
any matter which may be the subject of an application to the Tribunal under this Act; or
(b)
anything done by a responsible authority under this Act.
(2)
On an application under subsection (1), the Tribunal may make any declaration it thinks appropriate in the circumstances.
(3)
The Tribunal's power under this section is exercisable only by a presidential member of the Tribunal.
