A person who intends to make an application for a permit under section 47 or 96A for the development of land, before making the application, may apply to the Minister for a levy exemption certificate.

An application for a levy exemption certificate under subsection (1) must—

be in the form approved by the Minister; and

state the estimated cost of the development; and

include a copy of the application the person intends to make; and

include a copy of a previous permit application for the development of the same land and a copy of the levy certificate in respect of that application; and

include—

if the land is under the operation of the Transfer of Land Act 1958, a copy of the certificate of title in respect of the land; or

in any other case, a description of the land that is sufficient to identify it; and

contain any other information required by the Minister.
