This Part applies to a person who is—
a resident of a caravan park who has a right to reside on a caravan park site and a right to reside in a caravan situated on that site; and
a resident of a caravan park who has a right to reside on a caravan park site and who owns a caravan that is situated on that site, unless that caravan is a Part 4A dwelling; and
a person who resides in a Part 4A dwelling on a Part 4A site (other than under a site agreement) and who does not own that Part 4A dwelling in whole or in part.
This Part does not apply to site agreements.
