46D Transfer of bulk entitlement
(1)
An Authority that holds a bulk entitlement under this Division may, by instrument, transfer the bulk entitlement, in whole or in part, to any person.
(2)
An Authority must not transfer a bulk entitlement under subsection (1) unless the Authority has first applied for and obtained the approval of the Minister.
(3)
An application to the Minister under subsection (2) must—
(a)
be made in a form and manner approved by the Minister; and
(b)
contain any information that is required by the Minister; and
(c)
be accompanied by the prescribed fee, if any, for the application.
