72 Proceedings for offences under Part 3
(1)
A proceeding for an offence under Part 3 may only be commenced by—
(a)
a police officer; or
(b)
an enforcement agency; or
(c)
a person authorised by the Minister.
(2)
The Minister may authorise a person to commence a proceeding for an offence against Part 3.
