WHEREAS Yarra Park in the City of Melbourne was by the Governor in Council permanently reserved from sale and granted unto and vested in the Board of Land and Works and the Mayor Aldermen Councillors and Citizens of the City of Melbourne and their successors to be maintained and used as and for a Public Park and offices and conveniences connected therewith:

AND WHEREAS it is expedient that a roadway for vehicular traffic be constructed in the said park from the junction of Jolimont-terrace and Jolimont-street in the said city to the Melbourne Cricket Ground:
