After section 73 of the Commission for Children and Young People Act 2012 insert—
"74 Transitional provisions—Youth Justice Act 2024
Despite the commencement of Part 23.7 of the Youth Justice Act 2024, this Act as in force immediately before that commencement continues to apply in respect of an inquiry under Part 5 that was commenced but not completed before that commencement in relation to—
a vulnerable child or young person referred to in section 5(c) as in force immediately before that commencement; or
youth justice services.
The Commission may conduct an inquiry under Part 5 in respect of an adverse event relating to a person detained in a youth justice centre or a youth residential centre if—
the event occurred before the commencement of Part 23.7 of the Youth Justice Act 2024; and
the event was not reported until after the commencement of Part 23.7 of the Youth Justice Act 2024.
On and after the commencement of Part 23.7 of the Youth Justice Act 2024, section 60A continues to apply in relation to an adverse event relating to a person detained in a youth justice centre or a youth residential centre that occurred before that commencement.".
