39 Voting
(1)
At a meeting of the Committee, each Committee member present has a deliberative vote unless regulation 31 prevents the member from voting.
(2)
Questions arising at a meeting must be determined, in open voting, according to how a majority of votes are cast.
(3)
In the case of an equality of votes being cast on any question, each Committee member presiding has a casting vote in addition to a deliberative vote.
(4)
If, after votes are cast on a question under subregulation (3), there is still an equality of votes, the question is determined in the negative.
