23 Certificates conclusive
(1)
For all purposes and in all courts, tribunals and proceedings, a certificate under this Act is conclusive evidence of the matters certified, except so far as the contrary is established.
(2)
A document purporting to be a certificate under this Act is, unless the contrary is established, taken to be such a certificate and to have been properly given.
