46 Consultation with affected persons

(1)

Before issuing a management plan, the Minister must, as far as is appropriate and reasonably practicable to undertake, consult with the public authorities and any other persons which or who appear to the Minister to be likely to be —

(a)

required to take part in implementing the plan; or

(b)

put to expense in complying with the plan; or

(c)

affected, or interested, in a significant way by the operation of the plan.

(2)

Consultation may be undertaken in any way that the Minister thinks appropriate in the circumstances, having regard to the proposed management plan and the number of persons which or who are likely to be affected by its operation.
