63 To whom form of permit, modification, certificate issued
An occupancy permit or a form of modification or a building approval certificate must be given to —
(a)
each owner of the building or incidental structure in respect of which the permit, modification or certificate is granted; and
(b)
the applicant, if the applicant is not a person mentioned in paragraph (a).
