comply with the provisions of section 23A and 23B of the repealed Act in respect of the former board to the extent that those provisions have not been complied with for any financial year that ended before commencement day; and

comply with the provisions of section 23A of the repealed Act in respect of the former board for the period from the end of the financial year before commencement day to commencement day; and

prepare and submit to the Minister an annual report in respect of the former board as required by section 23B of the repealed Act for the period from the end of the financial year before commencement day to commencement day, and that provision applies as if that period were a year.
