15 Commissioner may apply for past offender reporting orders
If —
(a)
a person (a past offender) has been sentenced before the commencement day for an offence; and
(b)
the person is not and has not been a reportable offender in respect of that offence,
the Commissioner may apply to a court for an order that the person comply with the reporting obligations of this Act.
