14 Further matters to be taken into account — local controlled operations
In addition to section 12, an authority to conduct a local controlled operation must not be granted unless the authorising officer is satisfied on reasonable grounds —
(a)
that the controlled operation will be, or is likely to be, conducted wholly in this jurisdiction; and
(b)
that the nature and extent of the suspected criminal activity are such as to justify the conduct of a controlled operation in this jurisdiction.
