13B Dog owner numbers
(1)
Regulations under section 54 may require, or otherwise deal with, the issue, for the purposes of this Act, of a unique number (a dog owner number) to —
(a)
a person who owns, or has previously owned, 1 or more dogs; or
(b)
a person of a prescribed class.
(2)
Regulations under section 54 may deal with any matter relating to dog owner numbers and may, without limitation, require a person to have a dog owner number before transferring ownership of a dog to another person.
