92A Electoral Commissioner and returning officers may appoint issuing officers
For the purposes of paragraph (f) of the definition of issuing officer in section 4(1) —
(a)
the Electoral Commissioner may, in writing, appoint a person to be an issuing officer; and
(b)
a returning officer may, in writing, appoint a person to be an issuing officer.
