In this Part, unless the contrary intention appears —

access agreement means an agreement under the Code between a network service provider and another person for that person to have access to services;

access arrangement means an arrangement lodged under section 104B(a) that has been approved by the Authority;

network service provider means a person who operates network infrastructure facilities;

network user means a person provided or to be provided with access to services under an access agreement.
