116 Proceedings
(1)
Civil proceedings cannot be brought in respect of a matter arising under the Code except —
(a)
in accordance with the regulations; or
(b)
by arbitration under the Code; or
(c)
in accordance with section 130.
(2)
Nothing in subsection (1) affects the right of a person —
(a)
to bring civil proceedings in respect of any matter or thing, or seek any relief or remedy, if the cause of action arises, or the relief or remedy is sought, on grounds that do not rely on the Code; or
(b)
to bring proceedings for judicial review of a decision made under this Act or the Code.
