141 Exercise of functions of authorities
The functions conferred or imposed on an authority under this Part shall be exercised —
(a)
in the case of the Public Service, by the chief executive officer in respect of the department of which that person is the chief executive officer;
(b)
in the case of an authority other than the Public Service, by the authority or by such person, if any, as may be prescribed by regulations.
