30 Borrowing
(1)
The Council may with the prior approval in writing of the Treasurer and on terms and conditions approved by the Treasurer, borrow moneys for the purpose of performing its functions.
(2)
Any moneys borrowed by the Council under subsection (1) may be raised —
(a)
as one loan or as several loans; and
(b)
in any manner the Treasurer approves.
