21 Voting
(1)
At a meeting of the Council, each member present has a deliberative vote unless regulation 14 prevents the member from voting.
(2)
In the case of an equality of votes, the member presiding has a casting vote in addition to a deliberative vote.
(3)
Questions arising at a meeting must be resolved, in open voting, according to how a majority of votes are cast.
