21 Order for production to Commission
(1)
At any stage of the proceedings the Commission may order any party to produce to the Commission any document in the party’s possession, custody or power, relating to any matter in question in the proceedings.
(2)
No order for production of any documents to the Commission can be made unless the Commission is of the opinion that the order is necessary either for disposing fairly of the matter or for saving costs.
