40 Voting
(1)
Each member present at a Board meeting has a deliberative vote unless section 46 prevents the member from voting.
(2)
In the case of an equality of votes, the member presiding has a casting vote in addition to a deliberative vote.
(3)
A question is resolved by a majority of the votes cast.
