15 Traffic congestion
If by reason of traffic congestion the driver is not immediately able to lawfully drive the vehicle over and clear of the level crossing, the driver must —
(a)
stop the vehicle as provided in regulation 9(2); and
(b)
not proceed until he or she is able to lawfully drive the vehicle over and clear of the level crossing.
