143 Regulations
The Governor may make regulations prescribing any matter that is required or permitted by this Act to be prescribed, or that is necessary or convenient to be prescribed for giving effect to the purposes of this Act.
The regulations may make it an offence to contravene a condition imposed by or under the regulations, but this subsection does not limit the other consequences that the regulations may attach to a contravention.
Without limiting subsection (1), regulations may —
impose penalties not exceeding a fine of 64 PU for a first offence, and not exceeding a fine of 96 PU for any subsequent offence, under any regulation made under this Act; and
prescribe matters for or in respect of which fees may be charged or charges may be made under this Act and prescribing the amounts of such fees or charges; and
require a statutory declaration to be made about a matter; and
make the following provision for or in relation to a record required or permitted to be given under this Act (other than a Part 5 document) —
the giving of the record (including the giving of the record by electronic means);
the time at which the record is taken to have been given;
the means of satisfying a requirement under this Act in relation to a record in writing (for example, a requirement that the original of a record be given or that a record be signed) if the record is given by electronic means.
Note for this subsection:
In relation to paragraph (c), section 100(2) sets out what regulations may provide in relation to service of Part 5 documents.
For the purposes of subsection (3)(a), a reference in the Interpretation Act 1984 section 45(1)(f) and (2) to a reduction is to be read as if it included a reference to a deferral.
Subsection (3)(c) applies to a requirement or permission to give a record whether the term “give”, “send”, “produce”, “disclose” or “serve”, or any other similar term, is used.

144. Minister’s declarations to apply regulations to areas other than roads etc.
The Minister may declare that a regulation made under a road law and specified in the declaration applies to a specified area of the State that is open to or used by the public.
A declaration has effect for the period specified in it unless it is sooner revoked.
