In sentencing for cannabis cultivation offences, where 'commercial quantity' is defined alternatively by plant numbers (100+) or weight (25 kg), the court must have regard to the actual quantity of useable cannabis derivable from the crop. A crop exceeding the plant threshold but yielding cannabis well below the weight threshold is not a high commercial quantity, and sentences should reflect the actual quantity. Advancing age alone does not entitle serious drug offenders to escape appropriate punishment.
