A sentence of 18 months' imprisonment with immediate release on recognisance for a $750,000 fraud on a Commonwealth public authority over 12 months was held not manifestly inadequate where there was a combination of exceptional mitigating circumstances including significant delay in prosecution, substantial reparation, demonstrated rehabilitation, and completely out-of-character offending. However, ordinarily at least some period of actual imprisonment would be expected for offences of this kind.
