Deliberate official corruption of significant magnitude over a sustained period will ordinarily require a sentence involving actual custody, and it would require extraordinary circumstances for such a sentence to be wholly suspended. Casual drug use, without particularised evidence of addiction, does not constitute a mitigating factor for corruption offences. Crown concessions as to sentencing range do not bind the court's independent assessment of the appropriate sentence.
