In sentencing for importation of trafficable quantities of heroin, personal circumstances including health conditions, family hardship, first offender status, and rehabilitation will not usually ameliorate to a significant degree a sentence appropriate to the objective circumstances. Parity between co-offenders is a question of proportionality, not equality — non-parole periods should be compared as proportions of head sentences, not as absolute figures. Hepatitis C does not warrant sentence amelioration where it has not been shown that imprisonment will have a gravely adverse effect on the disease or that the offender suffers greater hardship than ordinary inmates.
