Intra-familial child sexual offences ordinarily merit immediate imprisonment for a significant period, but this is not an invariable rule. Where exceptional circumstances exist — particularly participation in rehabilitation programs and the interests of the family unit — suspended sentences and intensive supervision orders remain available sentencing options. The Crown must establish not only that the offences warranted immediate imprisonment but also that a non-custodial disposition was so inappropriate as to manifest error.
