An 18-month sentence for failure to stop after an accident (maximum 2 years) was manifestly excessive where the offender contacted police within 10-15 minutes, had no prior criminal history, and pleaded guilty at the earliest opportunity. Total cumulation of a failure to stop sentence upon a sentence for negligently causing serious injury requires justification given the close connection between the offences; partial cumulation of 6 months out of 12 months was appropriate. Delay caused by procedural error for which the offender bears no responsibility is a mitigating factor even where not inordinate.
