For an offender at an intermediate level in a criminal organisation cultivating nearly seven times the large commercial quantity of cannabis plants over several months with a crop value of millions of dollars, a starting point of at least eight years imprisonment is appropriate before discounts for plea and assistance. A combined discount of nearly 60 per cent for a guilty plea and assistance to authorities may be excessive where it results in a sentence not reasonably proportionate to the offence.
