There is no a priori norm or standard relationship between a head sentence and a non-parole period; all relevant sentencing factors must be taken into account independently for each. Voluntary disclosure of offending not previously known to investigators is a significant mitigating factor warranting a discount. For serious employee theft involving breach of trust over a sustained period, powerful mitigating factors including full admissions, voluntary disclosure, early plea, no priors, excellent rehabilitation prospects, and significant restitution efforts may reduce a sentence from six years to four-and-a-half years with a proportionate reduction in the non-parole period.
