The introduction of new regulatory measures in an industry does not justify reducing the weight given to general deterrence when sentencing for white collar crime, because the deterrent effect targets deliberate dishonest conduct by persons in positions of trust. Suspension of a substantial portion of a sentence for serious white collar offending involving multiple victims, large sums, and lack of remorse is likely to be found manifestly inadequate.
