Clause 18A(1) of the Pawnbrokers and Second-Hand Dealers Regulation 2003 requires the physical affixing of a tag or label bearing the contract or stock number to each item promptly after the item is taken in trade or pawn. The 14-day holding period under s 21 of the Act forms part of 'the course of the licensee's business' and does not excuse or defer the obligation to tag items. The word 'ensure' imports a heavy onus and an element of immediacy.
