A non-parole period of three-quarters of the head sentence is not unusual for drug trafficking offences. Offenders who deny involvement in offending and thereby contribute to the complexity and length of investigation are not entitled to the same credit for delay as those who cooperate. Heroin addiction that explains involvement in drug trafficking is not a matter in mitigation, but the absence of the aggravating feature of being motivated by greed is properly taken into account.
