Where co-offenders are equally culpable in a drug enterprise but one commits significantly more offences (largely due to greater opportunity), the co-offender with fewer offences should receive a lesser but not proportionally lesser sentence. The difficulty of translating sentencing standards from single-seizure cases to surveillance-based multiple-count prosecutions was noted but not resolved with a definitive framework.
