The standard non-parole period must be used as a reference point, not a starting point, even where the offence is assessed as close to the middle range of seriousness. A relatively low level of planning that is essentially opportunistic does not constitute being 'part of a planned or organised criminal activity' under s 21A(2)(n). A sentencing judge's failure to apply a stated discount for an early guilty plea constitutes appealable error.
