Discounts for plea of guilty and assistance to authorities combined should not generally exceed 40%, and the scope for a discount for assistance alone is generally of the order of 15%. Assistance to authorities must be proved by the offender and is not established by merely naming a co-offender whose identity was already known to police. Wholly concurrent sentences for separate premeditated commercial drug supply offences are generally inappropriate, and the totality principle does not justify reducing the effective sentence to a level that fails to reflect the additional criminality of each separate offence. Where parity with an inadequately sentenced co-offender would produce a manifestly inadequate sentence, the court is entitled to depart from parity.
