In the ACT, a sentencing court must articulate relevant reasons for reducing the default licence disqualification period for high range PCA repeat offenders. The 5-year default period is the usual period, not a maximum, and routine reduction without reasons is an error. The NSW High Range PCA guideline judgment, while not binding, provides applicable reasoning for the common legislative scheme. A good behaviour order concurrently imposed for other offences does not constitute an adequate penalty for a separate PCA offence.
