For Commonwealth drug importation offences involving marketable quantities of cocaine, starting points of 14 years (before discount) are manifestly excessive for offenders at the lower end of the hierarchy. The Wong and Leung guideline range of 7-10 years, adjusted upward for the repeal of s 16G, remains of some assistance but cannot be multiplied by 40% to reach such starting points. Pre-s 16G repeal authorities are of diminishing utility as a sufficient body of post-repeal sentencing has now developed.
