Where an offender is sentenced for multiple drug supply offences involving different drugs in large commercial quantities, together with firearms offences, wholly concurrent sentences will generally be inadequate. The sentence for one drug supply offence cannot comprehend and reflect the criminality of a separate, more serious drug supply offence with Form 1 matters, even where all offences occurred at the same time and place. Firearms offences connected to drug supply represent significant additional criminality requiring partial accumulation. A combined discount of 60% for an early plea and assistance may be allowed where the assistance is truly exceptional.
