The requirements to 'accompany' and to 'remain' under s 55(1) of the Road Safety Act 1986 (Vic) are discrete requirements, not components of a single composite requirement. A charge of refusing to accompany under s 49(1)(e) can be established without the police officer having communicated the requirement to remain or the 3-hour temporal limit. However, when a requirement to remain is made, it must specify both its purpose and the 3-hour temporal limit.
